Project Description

The Bureau of Land Management (BLM) has finalized an Environmental Assessment (EA), amending the 2009 Mississippi Resource Management Plan (RMP) to: (i) identify a 12.3-acre parcel of BLM-administered public land, referred to as Tract 37, as available for disposal, and (ii) offer Tract 37 to the proponent through a direct, non-competitive sale, inclusive of all terms, covenants, conditions, and reservations specified by the BLM.

The purpose of the sale is to resolve an inadvertent unauthorized use of public lands. The sale shall be for no less than the appraised fair market value (FMV) of the lands. The sale is subject to the applicable provisions of Sections 203 of the Federal Land Policy and Management Act of 1976 (FLPMA) (90 Stat. 2750, 43 U.S.C. 1713), as amended, and the BLM land conveyance regulations. Section 203 of FLPMA specifies the disposal criteria for land sales in Section 202 of FLPMA, and specifically requires the BLM to identify parcels for disposal within the RMP or amend the RMP to establish the disposal criteria in order to dispose of the parcel.

Decision:

The Proposed Mississippi Resource Management Plan (RMP) Amendment and Non-competitive Direct Sate of Public Land in Simpson County, Mississippi Environmental Assessment (EA) is complete. The Finding of No Significant Impact (FONSI) and Decision Record (DR) were approved and signed on March 29, 2024. Background:

Protest Period:

The protest period for the RMP Amendment/EA and unsigned FONSI was held for 30 days, beginning on December 16, 2023. No protests were received during the protest period.

Public Participation Periods:

The formal external public scoping period for the Proposed RMP Amendment/EA began on July 3, 2023, with the publication of a Notice of Intent and Notice of Realty Action in the Federal Register. The public scoping period and concurrent comment period on the proposed realty action ran for 45 days, ending on August 18, 2023. The BLM held one virtual public meeting for this project on August 10, 2023.
