The one-million-acre White Mountains NRA is located north of Fairbanks between the Elliott Highway and the Steese Highway in the White Mountains. The White Mountains NRA was designated by the Alaska National Interest Lands Conservation Act in 1980 for outdoor recreation use. Twelve public-use cabins and 250 miles of groomed winter trails are available. The first 127 miles of Beaver Creek Wild and Scenic River runs through the NRA.
The 1.2-million-acre Steese NCA is split into two contiguous areas (north and south), located on either side of the Steese Highway. The Steese NCA was designated by the Alaska National Interest Lands Conservation Act in 1980 to protect the area's special values, particularly Birch Creek Wild and Scenic River and caribou habitat. Pinnell Mountain National Recreation Trail skirts the edge of the north unit. The Birch Creek Wild and Scenic River crosses the south unit.
The BLM is undertaking travel and transportation management planning in these areas to fulfill the management decisions of the 2016 White Mountains Record of Decision and Approved Resource Management Plan and the 2016 Steese Record of Decision and Approved Resource Management Plan. Specifically Decision TM-1, “Designate all lands in the planning area as Limited to motorized travel activities (43 CFR 8340.0-5(f), (g) and (h)). Develop specific limitations through transportation and travel management planning."
