Project Description

Powell’s Gypsys LLC proposes to conduct small-scale surface quarrying (3.3 acres) of a gypsum deposit in the Buckhorn Flat area in Emery County, Utah. Extraction would occur within and around the perimeter of the previously disturbed footprint, which the operator reports was originally disturbed in approximately 1972. All mining, stockpiling, and loadout activities would occur within this defined boundary, and no new access roads, structures, or off‑site stockpiling are proposed. The site would be accessed from the Green River Cutoff-Road to the south, using the existing routes for all equipment and haul traffic. All loading and transfer activities would remain inside the 3.3‑acre disturbance area.

BLM will use the NEPA public participation process to satisfy the public involvement requirements under Section 106 of the National Historic Preservation Act (NHPA) (54 U.S.C. § 306108) and pursuant to 36 C F R 800.2(d)(3). The information about cultural resources within the area potential affect for this undertaking will assist the BLM in identifying and evaluating effects/impacts to such resources in the context of both NEPA and Section 106 of the NHPA.

This project was originally considered under CX documentation per policy. Upon further review, the project was updated to an EA on July 7, 2026.

The signed EA, DR, and FONSI were uploaded to ePlanning on July 23, 2026 and the project was closed out.
