(IMPORTANT) Public Notice: Temporary Blackout for ePlanning & Scoping Period Extension:

Starting January 15, 2026 (6 PM PST) through January 19, 2026, there will be a complete blackout for Information Technology maintenance for the eplanning site. During this time, the public will not be able to submit comments until January 20th, 2026. To account for this blackout, the scoping period has been extended by 4 days to ensure adequate time for public input.
