Project Description

Navigation Powder River LLC (Navigtation) has submitted nine applications for permit to drill (APDs) from the proposed Josh T42R73S13SWSW, Josh T42R73S14SWSW, Nate T42R73S15SWSW, and Turner T42R73S27NENW oil and gas well pads and the existing Jacob T42R73S1SWSW oil and gas well pad all located on privately owned surface estate. The well bores for the Josh, Nate, and Jacob APDs, listed in Table 2-1 below, are proposed to produce from federal lease WYW185800 which was involved in litigation; U.S. District Court Case Number: 1:16-cv-01724-RC or Case Number: 1:20-cv-00056-RC. The well bores for the Turner APDs, listed in Table 2-1 below, are proposed to traverse federal lease WYW180805 which was involved in litigation; U.S. District Court Case Number: 1:16-cv-01724-RC or Case Number: 1:20-cv-00056-RC. Once the APDs were considered complete, they were deferred pending resolution of the litigation. A statewide supplemental EA and Finding of No New Significant Impact (FONNSI), DOI-BLM-WY-0000-2025-0004-EA, were prepared to address the lawsuit. The supplemental EA provides further analysis of greenhouse gas (GHG) emissions that may result from the development of certain leases consistent with the WildEarth Guardians v. Haaland lawsuits; analyzes impacts to Greater Sage-Grouse and their habitat consistent with the Western Watersheds Project v. Haaland lawsuit; and analyzes impacts to other resources, as well as the consideration of new information since the original lease sales for 12 BLM Wyoming lease sales between May 2015 and March 2020. Lease WYW185800, which the Josh, Nate, and Jacob APDs’ proposed well bore targeted for production, and lease WYW185805, which the Turner APDs’ proposed well bores would have traversed, were included in the Decision Record for the supplemental EA which was signed 6/5/2026.

Navigation submitted three APDs for drilling into federal minerals from the proposed Josh T42R73S13SWSW well pad to be located approximately 15 miles southwest of Wright, Campbell County, Wyoming. The proposed wells would be horizontal well bores on 320- and 652-acre spacing as determined by the Wyoming Oil and Gas Conservation Commission (WOGCC). The targeted formations for extraction are the Parkman (2) and Turner (1). The persistent land uses are ranching operations and energy development. The wells would sit on privately owned surface estate over non-federal mineral estate (i.e., off-lease situation). The Josh T42R73S13SWSW well pad would be constructed to approximately 8.5 acres for drilling operations and would be reduced to approximately 7.1 acres for well production. The well pad has not yet been constructed or any wells drilled. A road network would consist of approximately 5.9 miles of existing, all-weather roads and 364 feet of proposed crown and ditch roads.

Navigation submitted one APD for drilling into federal minerals from the Josh T42R73S14SWSW well pad proposed approximately 15 miles southwest of Wright, Campbell County, Wyoming. The proposed well would be a horizontal well bore on 652-acre spacing as determined by the Wyoming Oil and Gas Conservation Commission (WOGCC). The targeted formation for extraction is the Turner. The persistent land uses are ranching operations and energy development. The well would sit on privately owned surface estate over non-federal mineral estate (i.e., off-lease situation). The Josh T42R73S14SWSW well pad would be constructed to approximately 7.7 acres for drilling operations and would be reduced to approximately 3.5 acres for well production. The well pad has not yet been constructed or the well drilled. A road network would consist of approximately 4.9 miles of existing, all-weather roads and 400 feet of proposed crown and ditch roads.

Navigation submitted one APD for drilling into federal minerals from the proposed Nate T42R73S15SWSW well pad to be located approximately 12 miles southwest of Wright, Campbell County, Wyoming. The proposed well would be a horizontal well bore on 320-acre spacing as determined by the Wyoming Oil and Gas Conservation Commission (WOGCC. The targeted formation for extraction is the Turner. The persistent land uses are ranching operations and energy development. The well would sit on privately owned surface estate over federal mineral estate (i.e., federal on-lease split estate situation). The Nate T42R73S15SWSW well pad would be constructed to approximately 9.17 acres for drilling operations and would be reduced to approximately 3.95 acres for well production. The well pad has not yet been constructed or the well drilled. A road network would consist of approximately 4.2 miles of existing, all-weather roads and 0.19 miles of proposed crown and ditch roads.

Navigation submitted one APD for drilling into federal minerals from the existing Jacob T42R73S1SWSW well pad, located approximately 12 miles southwest of Wright, Campbell County, Wyoming. The proposed well would be a horizontal well bore on 330-acre spacing as determined by the Wyoming Oil and Gas Conservation Commission (WOGCC). The targeted formation for extraction is the Parkman. The persistent land uses are ranching operations and energy development. The Jacob T42R73S1SWSW well pad was constructed to approximately 7.6 acres for drilling operations and would be reduced to approximately 5.74 acres for well production. Two wells have been drilled on the constructed well pad. A road network would consist of approximately 4.4 miles of existing, all-weather roads.

Navigation submitted three APDs for drilling into federal minerals from the proposed Turner T42R73S27NENW well pad proposed approximately 14 miles southwest of Wright, Campbell County, Wyoming. The proposed wells would be horizontal well bores on 1306-acre spacing as determined by the Wyoming Oil and Gas Conservation Commission (WOGCC). The targeted formations for extraction are the Niobrara and Mowry. The persistent land uses are ranching operations and energy development. The wells would sit on privately owned surface estate over non-federal mineral estate (i.e., off-lease situation). The Turner T42R73S27NENW well pad would be constructed to approximately 8.0 acres for drilling operations and would be reduced to approximately 4.9 acres for well production. The well pad has not yet been constructed or any wells drilled. A road network would consist of approximately 3.6 miles of existing, all-weather roads and 0.42 miles of proposed crown and ditch roads.
