Project Name: Lower Bridge Way and 43rd Intersection Improvement and Deschutes County Right-of-way Actions

The Bureau of Land Management (BLM) Deschutes Field Office closes the appeal period for the Lower Bridge Way and 43rd Intersection Improvement and Deschutes County Right-of-way Actions environmental assessment (EA) DOI-BLM-ORWA-P060-2026-0001-EA. The BLM did not receive an appeal on the project which means the BLM's decision becomes final and the project will move to the implementation phase. 

The Bureau of Land Management Deschutes Field Office Manager, approved Alternative A, the Proposed Action, as analyzed in the environmental assessment (EA) DOI-BLM-ORWA-P060-2026-0001-EA. The decision authorizes an amendment to Deschutes County’s existing right-of-way (ROW) grant to construct, operate, and maintain a single lane roundabout at the Northwest Lower Bridge Way and Northwest 43rd Street intersection on 3.3 acres of BLM-managed lands including the removal of up to 20 juniper trees. A temporary construction easement on approximately 0.5 acres of BLM-managed land for equipment staging and construction storage is also approved. Lighting installations at the roundabout will consist of hooded, downward facing luminaires. It is also the BLM's decision to amend and renew the existing ROW grant for 178.33 miles of roads located on BLM-managed lands throughout Deschutes County, giving Deschutes County the right to use and maintain the roads listed in Appendix E of the EA.

This decision may be appealed to the Interior Board of Land Appeals (IBLA), Office of Hearings and Appeals, in accordance with the regulations contained in 43 CFR Part 4. The notice of appeal must be filed no later than 30 days after the date of receiving notice of this decision. Any notice of appeal must be filed with the IBLA and must include a copy of the decision being appealed, a statement of standing, and a statement of timeliness. See attached form 1842-1 for additional details. The appeal period for this project closes on July 18, 2026.
