Project Description

Section 20001 of PL 115-97, enacted on December 22, 2017, directed the Secretary of the Interior, acting through the BLM, to establish and administer a competitive oil and gas program for the leasing, development, production, and transportation of oil and gas in and from the Coastal Plain. The Secretary is required to manage the oil and gas program on the Coastal Plain in a manner similar to the administration of lease sales under the Naval Petroleum Reserves Production Act of 1976 (42 U.S.C. 6501 et. seq.) (including regulations). Section 20001(b)(1) of PL 115-97 lifted a prohibition on oil and gas development imposed by Section 1003 of ANILCA.

October 23, 2025 - The BLM has issued a new Record of Decision (ROD) Coastal Plain Oil and Gas Leasing Program. Click on Documents for additional information.

The Department of the Interior signed a new Record of Decision (ROD) on October 23, 2025, to guide management of the Coastal Plain Oil and Gas Leasing Program which aligns management of the 1.56-million-acre Coastal Plain consistent with the 2020 ROD. This new Decision supersedes the 2024 ROD.

This decision is based on the NEPA analysis presented in the 2024 Coastal Plain Final Supplemental Environmental Impact Statement and the 2025 Determination of NEPA Adequacy (DNA) which incorporates new information that has arisen since the publication of the 2020 ROD.
