The project and right-of-way application are not cancelled. However, the Environmental Assessment (EA) was not started and, pending completion of reviews of resource surveys by other agencies with jurisdiction over portions of the proposed route, was terminated prior to completion. Alternatives development based on resource surveys and input received from the public during scoping continued. A 30-day public scoping period was held from January 9, 2023 to February 8, 2023. The scoping comments received during the open period were made publicly available on this site page on May 23, 2023.

BLM will use the NEPA public participation process to satisfy the public involvement requirements under Section 106 of the National Historic Preservation Act (NHPA) (54 U.S.C. § 306108) and pursuant to 36 C F R 800.2(d)(3). The information about cultural resources within the area potential affect for this undertaking will assist the BLM in identifying and evaluating effects/impacts to such resources in the context of both NEPA and Section 106 of the NHPA.
