October 24, 2017: Having considered the proposed action, alternatives, and associated impacts analyzed in the Stinkingwater HMA Population Management Plan EA (DOI-BLM-ORWA-B0S0-2017-0002), the proposed action, which is designed to manage wild horse populations over a I 0-year timeframe and would incorporate 2 to 3 gather cycles along with the application of temporary population growth suppression, was selected. Implementation of the proposed action will begin in the fall of 2017. 

You have the right to appeal, within 30 days ofreceipt of this decision, to the Interior Board of Land Appeals, Office of the Secretary, in accordance with regulations contained in 43 CFR 4 and Form 1842-1.

The Bureau of Land Management (BLM), Burns District Office, has prepared an environmental assessment (EA) (DOI-BLM-ORWA-B050-2017-0002-EA) and an unsigned finding of no significant impact (FONSI) analyzing the effects of gathering and removing excess wild horses and implementing population control measures on wild horse mares from the Stinkingwater Herd Management Area (HMA) in order to achieve a thriving natural ecological balance and manage the wild horse population within the appropriate management level (AML) over a 10-year time frame.  A no action alternative is also analyzed to assess the effects of not conducting population management. 

If you have COMMENTS on the EA or unsigned FONSI, submit them postmarked by July 26, 2017, to Lisa Grant, Burns District Office, at 28910 HWY 20 W, Hines, Oregon, 97738.  Email comments should be sent to:  [email protected].  After consideration of your substantive comments, a decision outlining the action to be taken within the scope of the EA will be developed and issued.  If you submit comments to this EA or unsigned FONSI please include your name and mailing address and you will receive a copy of the decision.  If you do not have comments but wish to receive a copy of the decision, please submit a written request, otherwise you will not receive a copy.
