Background:
The Southeastern States District Office solicited
public comments from March 10, 2023, through April 10, 2023, regarding an EA evaluating the proposed lease sales of three parcels totaling
approximately 88.81 acres of subsurface, federal mineral estate in Caddo and
Bossier Parishes, Louisiana. The BLM responded to comments that were received
during this period in the Final EA, located under the "Documents"
link on the left side of the homepage.
No protests were received
during the 30-day protest period that ran from May 15, 2023, through June 14,
2023. On June 29, 2023, three parcels are being offered for the June 2023
Competitive Oil and Gas Lease Sale: EOIs ES000017268, ES000017269, and
ES000017983, all on split-estate lands in Caddo and Bossier Parishes,
Louisiana. The Bureau of Land Management Eastern
States Office released the Notice of Competitive Oil and Gas Internet Lease Sale in Louisiana on June 15,
2023. The sale will be held online at www.energy.net. The BLM will
offer the three parcels in in Caddo and Bossier Parishes, Louisiana
totaling 88.81 acres for lease. The BLM evaluated the parcels under an EA, with
multiple opportunities for public engagement.

The leases submitted by nominators are subject to BLM conditions,
stipulations, and/or terms. The leases would provide the lessee exclusive
rights to explore and develop oil and gas reserves on the leases but does not
in itself authorize surface disturbing activities.
Three parcels totaling 90.86 acres in
Greene and Smith counties, Mississippi were considered during the public
scoping period, which closed on January 19, 2023. The BLM’s interdisciplinary team examined
the potential for oil and gas occurrence and development for the parcels in
Mississippi and noted that there were no nearby federal leases. The decision to
defer these parcels aligns with BLM Instruction Memorandum 2023-007.
