The Bureau of Land Management has issued a decision on the Proposed Ring of Fire Resource Management Plan (RMP) Amendment and Environmental Assessment (EA) for the Campbell Tract Special Recreation Management Area (CT SRMA). This decision changes the off-highway vehicle (OHV) designation for the Campbell Tract Special Recreation Management Area (CT SRMA) from Closed to Limited by Vehicle Type. This will allow for class 1 pedal assist electric bikes (e-bikes) to be used on the Campbell Tract. It is also the BLM’s decision to:
- Implement a Travel Management Plan (TMP) for the CT SRMA designating the routes as described under the Proposed Action Alternative B.
- Move forward with the Supplementary Rule Process to revise existing and create new rules as outlined below recognizing that the initial rules may be modified through public comment before being published as final rules. The rules would include:
- A revision to the existing supplementary rule AK 042 06 1220 00 to allow for the use of Class 1 pedal assist e-bikes on the CT SRMA, and;
- The creation of additional supplementary rules for non-OHV limitations as described in Section 2.2 of the EA.
30-DAY PROTEST PERIOD CLOSED DECEMBER 14, 2023
The BLM is announcing the availability of the Campbell Tract Off Highway Vehicle Designation Amendment Final Environmental Assessment (EA) and unsigned Finding of No Significant Impact (FONSI) for the Proposed Ring of Fire Resource Management Plan Amendment (RMP-A). The EA considers amending the Ring of Fire RMP to change the current Off Highway Vehicle Designation (OHV) of Closed to Limited by Vehicle Type to allow for electric bikes (e-bikes) on trails within the Campbell Tract Special Recreation Management Area (CT SRMA). The EA/unsigned FONSI/Proposed RMP-A for the CT SRMA in Anchorage, AK is now open for a 30-day protest period. This public protect period runs from November 14 to December 14.
The EA/unsigned FONSI/ Proposed RMP-A were prepared by the BLM, considering public input. The BLM conducted a public listening session, held a 30-day public scoping period and a 30-day public comment period on the Preliminary EA. All public input opportunities yielded 184 comments which informed decision-making and helped shape the Final EA. The final EA and unsigned FONSI are available for review from the documents tab to the left.
Anyone who participated in this process so far and has an interest that is or may be adversely affected by the planning decisions may protest approval of the planning decisions. A person who wishes to file a protest must do so by the end of the protest period. All protests must be in writing and filed with the BLM Director, either as a hard copy or electronically via BLM's ePlanning website. The BLM Director will make every attempt to promptly render a decision on each protest. The decision will be in writing and will be sent to the protesting party by certified mail, return receipt requested. The BLM Director shall make the final decision for the Department of the Interior on each protest. Responses to protest issues will be compiled and formalized in a Director's Protest Resolution Report and made available following issuance of the decision. Following resolution of any protests and the completion of the consistency review by the Governor of Alaska, the Approved RMP Amendment and Decision Record will be made available electronically on this project website.

The Bureau of Land Management (BLM) has released for public comment a preliminary environmental assessment (EA) on the Campbell Tract (CT), a 730-acre Special Recreation Management Area (SRMA) in Anchorage. The EA analyzes the impacts of amending the Ring of Fire Resource Management Plan (RMP) Off Highway Vehicle (OHV) designation and revision of the supplementary rule to address electric bicycle (E-bikes) use on the CT SRMA. Additionally, the EA analyzes the impacts of implementing a Travel Management Plan for the trail system on the CT SRMA.
