In light of the DOI updated NEPA regulations, the Bureau of Land Management (BLM) Siuslaw Field Office determined it was necessary to re-evaluate the Siuslaw Field Office Fiscal Year 2025-2030 Special Recreation Permit Program Categorical Exclusion Documentation (DOI-BLM-ORWA-N030-2025-0015-CX) published July 8, 2025. In this re-evaluation the BLM decided the CX warranted revision.
In this re-evaluation the BLM has decided to:
Shorten the applicability of this CX documentation to Calander years 2025-2027;
Include the resource area managed by the Upper Willamette Field Office in addition to the Siuslaw Field Office resource area;
Specify that the CX documentation would only apply to SRP applications proposing activities determined to be appropriate for each Recreation Management Area in the 2016 Recreation Management Area Frameworks for the Eugene District; and
Rename the CX to the Siuslaw and Upper Willamette Field Offices Special Recreation Permit Program 2025-2027.
After the re-evaluation, the BLM prepared the Decision Record (DR) and documentation that the Special Recreation Permit (SRP) Program is still appropriate to be categorically excluded from further National Environmental Policy Act (NEPA) documentation. This DR will authorize the two field offices to conduct case-by-case reviews to issue SRPs within the Siuslaw and Upper Willamette Field Offices.
