Determination of NEPA Adequacy for Oak Basin Tree Farm Restoration Project
The Upper Willamette Field Office of BLM Northwest Oregon District issued a Decision Record and prepared a Determination of NEPA Adequacy (DNA) regarding the 2026 Oak Basin Tree Farm Restoration Project, which would provide prairie restoration activities to benefit federally threatened Fender’s blue butterfly and Kincaid’s lupine. The Decision Record was approved on 8/13/26. This SRSA Title II project is in accordance with the Invasive Plant Management and Habitat Restoration Environmental Assessment (DOI-BLM-ORWA-N000-2022-0003-EA) and its associated Decision Record.

FONSI and Decision Record Issued
The District issued a FONSI and decision record adopting Alternative B with all applicable Project Design Features listed in Appendix 2 of the EA on July 18th 2024.
Unsigned Finding of No Significant Impact (FONSI) Public Review
The District provided a 30-day public comment period and requested comments on the Unsigned Finding of No Significant Impact. The BLM emailed a public scoping notice to the interested publics list, including 142 individuals, businesses, and agencies, on March 13, 2024. This Finding of No Significant Impact was also available on the BLM National NEPA Register (ePlanning). The District received three comments during the comment period. This comments expressed support of the project and EA but were not substantive in nature.
Draft EA Public Review
The District provided a 30-day public comment period and requested comments on the proposed action in the draft EA. The BLM emailed a public review notice to the interested publics list, including 142 individuals, businesses, and agencies, on September 20, 2023. This draft EA was also available on the BLM National NEPA Register (ePlanning). The District did not receive any comments during the comment period.
Public Scoping
The District provided two 30-day public scoping periods and requested comments on the proposed action. The BLM emailed a public scoping notice to the interested publics list, including 142 individuals, businesses, and agencies, on May 16, 2022. The District provided an additional public scoping opportunity on August 9, 2022. These public scoping notices were also available on the BLM National NEPA Register (ePlanning). The District did not receive any comments during public scoping.
