Project Description

Pala Holdings LLC and Hank Moyle (Pala Group) along with Rocky Mountain Power (RMP), a division of PacifiCorp, has submitted an application to the BLM to complete the Kolob Terrace Road Water Pipeline and Powerline Rights-of-Way (ROWs) Project (Project) in Washington County, Utah. The Project proposes to build a 150,000-gallon tank and associated 8-inch underground water pipeline, as well as the installation of a three-phase 34.5 kilovolt (kV) underground powerline adjacent to Kolob Terrace Road. The underground water pipeline would connect to the water system for the town of Virgin, Utah to provide potable water and potential fire suppression along Kolob Terrace Road. The underground powerline is an upgrade to an existing Virgin-11 overhead line; the underground powerline would enhance reliability and efficiency while minimizing environmental impacts. As part of the Project, most of the existing Virgin-11 overhead powerlines in Kolob Terrace Canyon would be removed; however 24 poles would remain in place to provide power to the existing properties along Sunset Canyon Ranch Road, including the Zions Tiny Oasis rental units (Appendix A). The Project would not impact power to these properties since they would continue to be powered by the existing overhead lines. The Bureau of Land Management (BLM) has prepared this Environmental Assessment (EA) to examine and disclose the potential environmental consequences of granting a new ROW to Pala Group for the culinary waterline and amending RMPs’ existing ROW (serial number UTU-91442) to install the underground powerline. On BLM lands, the Project would encompass an area of 7.01 acres, which is comprised of a 20-foot-wide by 15,090-foot-long ROW. If granted, the BLM would issue two long-term ROW grants for 30 years with an option to renew at the end of the term.

What's New

Please note: The BLM is launching an updated version of our NEPA Register in early 2026. From January 16 - 19, interested parties will not be able to submit comments for the Kolob Terrace Road EA through the ePlanning project page. The new ePlanning portal will launch on January 20 and interested parties will once again be able to submit comments through the NEPA Register at that time. During the four-day blackout period, interested parties can still submit comments via email at [email protected]. To reflect the blackout, the comment period has been extended until January 21st, 2026.
