What's New

07/08/2025: The protest period for this decision has ended as of July 7, 2025. The BLM received two formal protests during this time. 


05/15/2025: The BLM has reached a decision to approve the proposed land exchange. Please see the Decision Record and Notice of Decision under the "Documents" tab on the left hand side of the screen for more information.


03/31/2025: The BLM has signed the Finding of No Significant Impacts (FONSI) document. A decision will be signed pending a review by BLM Headquarters and will be effective after the appropriate protest and appeal period has been satisfied. This webpage will be updated at that time.


12/17/2024: The Public Participation Period for the Red Cliffs Warner Valley Land Exchange EA has ended. The BLM will now parse and summarize the comments received to respond to substantive comments in the EA through a comment response table or through in-text changes to the EA. An update to the project webpage will be made here when a decision is reached on the proposal. Those commenters that requested to be included on the mailing list will receive an email update (if provided) when a decision is reached. Thank you for your participation!




The BLM St. George Field Office will release the Red Cliffs Warner Valley Land Exchange Environmental Analysis (EA) on November 15th, 2024 for a 30-day public comment period ending on December 16th, 2024.

How to provide comments during the public comment period:

Please provide substantive comments regarding the EA. All substantive and timely comments received during this period will be used to develop a Final EA and Decision.


Substantive comments do one or more of the following:

• question, with reasonable basis, the accuracy of information in the EIS or EA.

• question, with reasonable basis, the adequacy of, methodology for, or assumptions used for the environmental analysis.

• present new information relevant to the analysis.

• present reasonable alternatives other than those analyzed in the EIS or EA.

• cause changes or revisions in one or more of the alternatives.

Comments that are not considered substantive include the following:

• comments in favor of or against the proposed action or alternatives without reasoning that meet the criteria listed above (such as “we disagree with Alternative Two and believe the BLM should select Alternative Three”).

• comments that only agree or disagree with BLM policy or resource decisions without justification or supporting data that meet the criteria listed above (such as “more grazing should be permitted”).

• comments that don’t pertain to the project area or the project (such as “the government should eliminate all dams,” when the project is about a grazing permit).

• comments that take the form of vague, open-ended questions.


BLM will use the NEPA public participation process to satisfy the public involvement requirements under Section 106 of the National Historic Preservation Act (NHPA) (16 U.S.C 470(f)) pursuant to 36 C F R 800.2(d)(3). The information about historic and cultural resources within the area potentially affected by the Project will assist the BLM in identifying and evaluating impacts to such resources in the context of both NEPA and Section 106 of the NHPA.

Update 10/9/2024: The BLM is continuing to work on a Draft EA.
