5/14/2026: The Bureau of Land Management today released its proposed Resource Management Plan Amendment (RMPA) and Environmental Assessment (EA) for the San Rafael Swell Recreation Area. This opens a 60-day Governor of Utah consistency review and a 30-day protest period which closes June 15, 2026.

The Scoping Report is now available. It can be found in the documents tab above. The Scoping Report documents the public scoping process, which was held starting October 28, 2021 through January 7, 2022.
The BLM hosted public meetings via Zoom on Wednesday, Nov. 17, 2021, from 3-5 p.m. MST and Nov. 18, 2021, from 5-7 p.m. MST. for interested parties to learn more about the planning process. Those meetings and presentation are posted on the Public Law 116-9 eplanning portal page .
A San Rafael Swell Recreation Area Advisory Council has been formed in accordance with Section 1223 of the Dingell Act and will be engaged in the preparation of the Management Plan. BLM will use the NEPA public participation process to satisfy the public involvement requirements under Section 106 of the National Historic Preservation Act (NHPA) (54 U.S.C. § 306108) pursuant to 36 C F R 800.2(d)(3).
The information about cultural resources within the area of potential effect for this undertaking will assist the BLM in identifying and evaluating effects/impacts to such resources in the context of both NEPA and
Section 106 of the NHPA.
