Project Description

The Bureau of Land Management (BLM), in collaboration with the Lake County Umbrella Watershed Council (LCUWC) and three cooperating grazing permittees, proposes a three-year virtual fencing and targeted grazing project in the Warner Wetlands ACEC, Lake County, Oregon. LCUWC will coordinate and support the project, while cooperating permittees provide livestock and handle operations under BLM oversight.
The project will use virtual fencing collars on 500–800 livestock to enable adaptive, short-duration grazing on approximately 3,000 acres of meadow habitat, with a minimum of 2,000 Animal Use Months (AUMs) over a four to eight-month season. Virtual boundaries will be adjusted as needed to protect sensitive areas and meet vegetation targets. Livestock will be managed using rotational grazing, incorporating existing water infrastructure and making real-time adaptive adjustments based on habitat response and wildlife needs.
Vegetation objectives include maintaining cover heights of 4–8 inches in meadow habitat, 8–12 inches in marsh, and 12–16 inches in shallow emergent marsh, consistent with the Warner Wetlands ACEC Management Plan (BLM 1990). Annual grazing management and monitoring plans will be developed with BLM and producers, adjusting livestock numbers and timing to adapt to changing conditions.
