Project Name: East Pershing Complex Wild Horse Herd Management Area Plan

The Bureau of Land Management (BLM), Humboldt River Field Office (HRFO) is soliciting public comment for the development of the East Pershing Complex Wild Horse Herd Management Area Plan (HMAP). The proposed HMAP will establish short- and long-term management and monitoring objectives for specific wild horse herds and their habitat; help maintain herd health and promote healthy and resilient rangelands; and guide future management of the Complex and the wild horses within it for the next several years. There will be a 30-day public comment period from October 2, 2026 through November 1, 2026. 

Substantive comments will only be accepted no later than November 1, 2026, and may be submitted by:
