Notice of Availability of the Approved Resource Management Plan and Record of Decision
The BLM has released an Approved Resource Management Plan (ARMP) and Record of Decision (ROD) for the Redding and Arcata Field Offices' Northwest California Integrated Resource Management Plan (NCIP). The publication of the Notice of Availability in the Federal Register on November 13, 2024, will conclude the planning process for this plan.

Notice of Availability of the Proposed Resource
Management Plan and Final Environmental Impact Statement
30-Day Protest Period (June 21, 2024 – July 22, 2024)
The BLM has released a Proposed Resource Management Plan
(PRMP) and Final Environmental Impact Statement (FEIS) for the Redding and
Arcata Field Offices' Northwest California Integrated Resource Management Plan
(NCIP). The publication of the Notice of Availability in the Federal Register
on June 21, 2024, will initiate a 30-day protest period and 60-day Governor’s
consistency review where members of the public may submit a valid protest and
state agencies verify conformance with their respective plans and policies.
A link to the PRMP and FEIS can be accessed by clicking on
the “Documents” tab of this ePlanning webpage on accessing each volume of the
NCIP. This ePlanning page also contains a tool for submitting a valid protest
electronically. Click on the “File a Protest” link on the left-hand side
of this webpage where a protest may be filed (this function will be available on Friday, June 21). A link the PRMP and FEIS can be
accessed by clicking on the “Documents” tab of this ePlanning webpage on
accessing each volume of the NCIP.
All protests must be in writing and filed with the BLM
Director, either as a hard copy or electronically through this ePlanning
website by the close of the protest period (July 22, 2024). Th only electronic
protests the BLM will accept are those filed through ePlanning. All protest
letters sent to the BLM via fax or e-mail will be considered invalid unless a
properly filed protest is also submitted. If you do not have the ability to
file your protest electronically, hard copy protests must be mailed to the following
address, postmarked by the close of the protest period:

Public Outreach Meetings
The Bureau of Land Management (BLM) Redding and Arcata Field Offices are hosting two virtual public meetings and two in-person public meetings to provide project information and opportunities to comment on the Northwest California Integrated Draft Resource Management Plan and Environmental Impact Statement (referred to as the NCIP). The NCIP would replace and update current management direction set forth in the Arcata and Redding Field Office’s respective resource management plans (RMPs): the 1992 Arcata Resource Area RMP and Record of Decision, and the 1993 Redding RMP and Record of Decision.

The BLM is seeking public review and comments from interested and affected parties concerning the Draft RMP and EIS. Multiple opportunities are available for interested stakeholders or members of the public to learn about the planning process, submit comments, and ask questions.
The BLM anticipates holding two virtual and two in-person public meetings, please return to this webpage for public engagement opportunities.

Please visit the Documents tab to access and download the Draft Environmental Impact Statement. For persons unable to download the digital materials on this website, a hard copy of the documents will be available for review at the Redding and Arcata Field Office (address below) and at county libraries.
How to Submit Comments on the Draft RMP/EIS- Written public comments must be received by December 28, 2023 (comment form available in the Documents tab). The most useful public comments provide specific and relevant information that inform the issues or alternatives to be analyzed, or that could influence the scope of issues or range of alternatives considered. Written comments may be submitted via one of the methods listed below:
When the comment period is over, BLM will review all the letters. The BLM will code the letter’s content as substantive or nonsubstantive. The Council on Environmental Quality defines a substantive comment as a comment that does one or more of the following:
- Questions, with a reasonable basis, the accuracy of the information or analysis in the Draft NCIP
- Presents reasonable alternatives other than those presented in the Draft NCIP that meet the purpose and need of the proposed action and addresses significant issues
- Questions, with a reasonable basis, the merits of an alternative or alternatives
- Causes changes in or revisions to the proposed action
- Questions, with a reasonable basis, the adequacy of the planning process itself
Additionally, the BLM’s NEPA Handbook identifies additional types of substantive comments:
- Comments on the adequacy of the analysis—comments that express a professional disagreement with the conclusions of the analysis or assert that the analysis is inadequate are substantive but may or may not lead to changes in the Final NCIP.
- Comments that identify new alternatives, impacts, or mitigation measures—public comments on a Draft NCIP that identify impacts, alternatives, or mitigation measures that were not addressed in the draft are substantive.
- Disagreements with significance determinations—comments that directly or indirectly question, with a reasonable basis, determinations regarding the significance or severity of impacts are substantive.
Examples of nonsubstantive comments include the following:
-Express an opinion only.
-Say that the Draft NCIP doesn’t reflect balanced land management.
-Say that the environmental consequences are inadequate without explaining why.
Before including an address, phone number, email address, or other personally identifiable information in any comments, be aware that the entire comment — including personal identifying information — may be made publicly available at any time. Requests to withhold personal identifying information from public review can be submitted, but the BLM cannot guarantee that it will be able to do so.

The NCIP Public Scoping report has been uploaded to the "Documents" tab on the left side of this website. This report includes an overview of the public scoping process, summarizes substantive comments received, and includes all substantive comments received in Appendix A of the report. All comments we captured during the 60-day public scoping period between April 29, 202 and June 28, 2022.

The Bureau of Land Management is welcoming public comments on a Wild and Scenic River Eligibility Report, which identifies segments of northwest California rivers and streams that might be eligible for inclusion in the National Wild and Scenic Rivers System. The BLM will use the eligibility report in developing the Northwest California Integrated Resource Management Plan (NCIP), a land use plan that will guide management of BLM public lands in northwest California for the next 20 years. Public comments on the Wild and Scenic River Eligibility Report can be summited by clicking the "Participate Now" tab on the left side of this webpage and following instructions for submitting a comment. The BLM will accept comments through August 18, 2022.

What's Happened?
The NCIP was restarted early in 2021. Since the 2016 effort was terminated on April 5, 2019 this new effort received a new NEPA number and a ePlanning Site.
