Authority: The creation and the maintenance of this system are authorized in accordance with provisions of Federal Land Policy and Management Act, 43 U.S.C. 1701, Government Performance and Results Act (GPRA) of 1993, Federal Acquisition Streamlining Act (FASA) of 1994, Taylor Grazing Act, 43 U.S.C. 315, 316.

Purpose: ePlanning is a web-based application which is a Department of Interior Bureau of Land Management initiative for authoring, reviewing and commenting on National Environmental Policy Act (NEPA) documents that consists of fully integrated text with intelligent and interactive maps and map layers. To accomplish this, ePlanning provides automated tools and information technology so that inter-disciplinary teams can simply create these integrated documents. INTERIOR/DOI-21, eRulemaking Program - 85 FR 33701 (June 2, 2020) SORN and ePlanning PIA to cover personally identifiable information (PII) data collected for NEPA submissions in California’s eRulemaking process.

Routine Uses: The information will be used for the purpose set forth above and may be provided to Congress or other Federal, state and local agencies, when determined necessary.

Mandatory or voluntary disclosure and the effects on the individual of not providing information: Providing PII information to the BLM’s ePlanning system is voluntary. BLM will still make every effort to address the NEPA issue submitted.
