How to Get Involved
The BLM has completed the planning proces for the revision of the RMPs for western Oregon! The BLM would like to thank all of you for your participation throughout this planning process. The active involvement of stakeholders--including Federal and State agencies, cooperating agencies, organizations, Indian Tribes, and members of the public-- made our planning effort stronger.
While the process for plan revisions for the Resource Management Plans for Western Oregon is complete, the BLM encourages you to remain involved with BLM's management through engaging with local offices on future projects. On-the-ground projects, such as timber sales, development of recreation opportunities, and restoration projects, will undergo additional analysis and decision-making before implementation. Please contact your local western Oregon office to learn about how to get involved in projects in your community.
The Resource Management Plans maintain strong protections for the northern spotted owl, listed fish species, and water resources, and offers predictable and sustainable outcomes for local communities by increasing job opportunities, tourism and recreation, and timber harvest. Once these plans are fully implemented, the BLM estimates that it will be able to provide 278 million board feet (mmbf) per year in total timber harvest. Out of 2.5 million acres in the planning area, nearly three-quarters will be protected in reserves for fish, water, wildlife, and other resource values.
Throughout the course of the planning process, the BLM held 41 public meetings, workshops, and forums in western Oregon. The agency received more than 7,000 comments, 4,500 of which were sent in during the formal comment period in 2015. The BLM also worked closely with agencies with regulatory responsibilities, including the National Marine Fisheries Service, the Environmental Protection Agency, and the U.S. Fish and Wildlife Service to develop strategies to protect fish, water, and threatened and endangered species.
As part of these outreach for the Draft RMP/EIS, the BLM produced videos about the planning process, riparian management, endangered species, climate change, recreation, and timber management.
The BLM also created StoryMaps to help guide the public through the components of the Draft RMP/EIS including how the plan will support local communities, provide for recreation, protect clean water, promote sustainable forestry, and protect threatened and endangered wildlife and their habitats.
In working with communities, developing innovative ideas, and identifying the latest natural resource research, this BLM planning effort will guide how your public lands will be managed for the next twenty years. Throughout this planning effort, the BLM sought your thoughts, ideas, and participation through 41 public meetings held to engage in dialogue with community partners, cooperating agencies, federal and state agencies, Tribes, and the general public.
Draft RMP/EIS public meetings:
Seven BLM offices offered opportunities for the public to learn about the Draft RMP/EIS during the public comment period that began on April 24, 2015, with the publication of the Notice of Availability in the Federal Register. These open houses and workshops were held in western Oregon, from May 19-June 30th, 2015. Members of the public were encouraged to attend their local outreach meetings to learn about the Draft RMP/EIS, speak with BLM employees, and submit comments. Public meetings were held at the following locations:
Planning Criteria and Preliminary Alternatives meetings:
The BLM held eight meetings to introduce the preliminary alternatives, and review the content of the Planning Criteria. A summary report on these outreach sessions has been made available. Meetings were held at the following locations:
Community listening sessions:
The BLM held four listenting sessions to introduce the four key elements identified for the resource management planning process. The BLM produced a video for those sessions, and has made summaries of the meetings and a report of the sessions available. Meetings were held at the following locations:
Recreation Outreach workshops:
Recreation usage demands and expectations, related to public lands managed by the BLM in western Oregon, have dramatically changed since the BLM's previous RMPs were completed in 1995. Public use and enjoyment of BLM-administered lands have been affected by intense competition among increasing numbers of people for a finite amount of resources. Recreation visitation and use are expected to increase, especially in areas near growing communities. The BLM used web-based outreach tools and held four recreation workshops in the winter of 2013 to engage the public and receive input specific to the recreation components being analyzed for planning purposes in each of these regions. BLM will use the input to inform re-delineation of recreation management areas, and its overall Resource Management Plan revisions for western Oregon. The BLM has made a summary report of those meetings available. Meetings were held at the following locations:
Public Scoping meetings:
The BLM held eight public meetings during the scoping period for the plan revisions, which began on March 9, 2012, with the publication of the Notice of Intent in the Federal Register. The BLM has made meeting attendees and meeting summaries available for review. Meetings during the Scoping Period were held at the following locations:

On August 5, 2016, the BLM signed the Records of Decision (RODs) for the Resource Management Plans of Western Oregon. The completion of the RODs marks the end of a four year effort by the BLM to use new science, policies, and technology to protect natural resources and support local communities. The Resource Management Plans maintain strong protections for the northern spotted owl, listed fish species, and water resources, and offers predictable and sustainable outcomes for local communities by increasing job opportunities, tourism and recreation, and timber harvest.
