Protests
According to IM 2018-034, protest periods shall last 10 days from the publication of the sale notice. The sale notice for the September 17, 2020 Oil and Gas Lease Sale was posted August 4, 2020, therefore the protest period for this sale ends August 14, 2020.
Protests for the September 24, 2020 lease sale will be accepted by mail, facsimile or electronic mail (e-mail). All protests must meet the following requirements:
• Protests must be postmarked, e-mailed or faxed within 10 calendar days of the posting of this Notice. The BLM will dismiss a late-filed protest, an improperly filed protest, or an otherwise properly filed protest, which the protester requested to be held at a mailing facility.
• A protest must state the interest of the protesting party in the matter (also known as a “statement of reasons”) to support the protest.
• The protest must specify the parcel being protested (by parcel number).
• You may file a protest by e-mail, by mail in hardcopy form, or by telefax. The BLM will not accept protests submitted in person or by any means other than US mail, express mail, e-mail, or telefax.
• Protests submitted by mail shall be addressed to the State Director to the address listed in the letterhead of this notice.
• Protests submitted by telefax must be sent to (202) 912-7798. Protests sent to a different fax number will be dismissed.
• Protests submitted by e-mail must be sent to [email protected]. Protests sent to a different e-mail address will be dismissed.
• If the party signing the protest is doing so on behalf of an association, partnership, or corporation, the signing party must reveal the relationship between them. For example, unless a non-governmental organization authorizes an individual member of its group to act on their behalf, the individual cannot make a protest in the group’s name.
• A protest must include the name and address of the protesting party and reference the specific serial number or parcel number that is being protested. The BLM will not accept names, addresses, and signatures included as an attachment to a protest letter.
Any protests, including names and street addresses, will be made available for public review on the BLM’s website. Individual protesters may request confidentiality. If you wish to withhold your personal identifiable information from public review or from disclosure under the Freedom of Information Act, you must state this prominently at the beginning of your protest. Such requests will be honored to the extent allowed by law. All submissions from organizations or businesses, and from individuals identifying themselves as representatives or officials of organizations or businesses, will be made available for public review in their entirety.
Before including an address, phone number, email address, or other personal information in any comments, please be aware that the entire comment—including personal identifying information—may be made publicly available at any time. Requests to withhold personal identifying information from public review can be submitted, but the BLM cannot guarantee that it will be able to do so.
