On December 11, 2025, in accordance with the Congressional Review Act, 5 U.S.C. §§ 801-808, the President signed a joint resolution into law disapproving the December 2024 Coastal Plain Oil and Gas Leasing Program ROD. Public Law 119-52. A rule nullified under the Congressional Review Act must be treated as though it had never taken effect. As such, the 2024 Coastal Plain Oil and Gas Leasing Program ROD should be treated as though it never took effect. Further, on October 23, 2025, the BLM issued a new Coastal Plain Oil and Gas Leasing Program ROD. Public Law 119-52 solely disapproved the December 2024 ROD and has no effect on the October 2025 ROD, which remains in effect.
