On April 5, 2022, the BLM entered into a settlement agreement in the case of Diné Citizens Against Ruining Our Environment v. BLM, No. CV 20-673 KG/JHR (D.N.M.), in which the BLM agreed to review the adequacy of the NEPA analyses underlying the challenged leasing decisions. This Environmental Assessment (EA) (DOI-BLM-NM-A010-2018-0042-EA) is the result of BLM’s review of the subject NEPA analysis and provides information, data, and/or analyses that are 1) new since work was completed on the Final EA and accompanying addendum (10/2019) and 2) substantive and relevant to the BLM’s informed decision making and public disclosure process. This analysis replaces the analysis of the same issues in the Final EA and the addendum previously approved in October 2019 and accompanies the new Finding of No Significant Impact (FONSI) and Decision Record (DR). This supplemental analysis and the original EA constitutes the final National Environmental Policy Act (NEPA) documentation for the RPFO November 2019 competitive oil and gas lease sale.
