BLM Decision Signed February 12, 2024

On February 12, 2024, the Bureau of Land Management signed a decision on the Proposed Ring of Fire Resource Management Plan (RMP) Amendment and Environmental Assessment (EA) for the Campbell Tract Special Recreation Management Area (CT SRMA).  This decision changes the off-highway vehicle (OHV) designation for the Campbell Tract Special Recreation Management Area (CT SRMA) from Closed to Limited by Vehicle Type. This will allow for class 1 pedal assist electric bikes (e-bikes) to be used on the Campbell Tract. It is also the BLM’s decision to:

  • Implement a Travel Management Plan (TMP) for the CT SRMA designating the routes as described under the Proposed Action Alternative B.
  • Move forward with the Supplementary Rule Process to revise existing and create new rules as outlined below recognizing that the initial rules may be modified through public comment before being published as final rules. The rules would include:
    • A revision to the existing supplementary rule AK 042 06 1220 00 to allow for the use of Class 1 pedal assist e-bikes on the CT SRMA, and;
    • The creation of additional supplementary rules for non-OHV limitations as described in Section 2.2 of the EA.

30-day Protest Period ended December, 2024

The Proposed Ring of Fire RMP Amendment/Environmental Assessment and unsigned Finding of No Significant Impact (FONSI) were made available for a 30-day protest period on November 14, 2023. The BLM evaluated all protest letters received during the protest period and documented the responses to all valid protest issues raised in a protest resolution report. A copy of the Director's Summary Protest Resolution Report is available on the BLM Director's Protest Resolution website: https://www.blm.gov/alaska/directors-protest-resolutions/protest-resolution-report/campbell-tract-highway-vehicle
